how formal do you want to be?? not – just get together at someone’s home – sew, quilt, talk, learn and lean on each other. don’t worry about a boss. if enough people join up – a formal bee will happen. by then, trust me, you will have lots of advice on how to proceed.
My mother is the head of her quilting bee. She just called together some of her friends one day and decided to start meeting on tuesdays at 9 in the morning. they quilt until 12 and then break for lunch. they continue quilting until 3 or when they decide they are tired. They take turns putting each others quilts in. They also take turns bringing lunch.
